There is no political drive for public administration reform

Montenegro still lacks the political strength to succeed in implementing public administration reform, the Government shows inability to resist the misuse of public resources in the interests of political parties, and the Ministry of Public Administration, Digital Society and Media is trying to implement reform activities with the resistance of other ministries and local self-government units.

These are the key findings of the analysis on meeting the political criteria in the negotiations with the European Union (EU) in the field of public administration reform, conducted by the Center for Democratic Transition (CDT).
