Center for Democratic Transition (CDT), supported financially by the Balkan Trust for Democracy (BTD), a Project of the German Marshall Fund, USA (GMF), has implemented a research project with the purpose of assessing the meeting of political criteria – democracy, rule of law and human rights – in negotiations with the European Union (EU).
Our research covers six segments: the judicial system, fight against corruption, media, fight against organized crime, public administration reform and human rights.
The key basis for the preparation of our assessment were indicators derived from European Commission (EC) reports, but also some other international and local reports, as well as numerous international standards, practices and other reference material.
Of course, another important basis for execution of the research were the action plans for Chapters 23 and 24 (AP 23 and 24).
The first part of the conclusions we are publishing pertain to the judiciary, the fight against corruption and media.
The second part of the analysis is contained in this document and pertains to public administration reform, fight against organized crime and human rights.
